To use any of these key combinations, press and hold the keys immediately after pressing the power button to turn on your Mac, or after your Mac begins to restart. Keep holding until the described behavior occurs.
Command (⌘)-R: Start up from the built-in macOS Recovery system. I presume you are talking about the EFI boot list that is displayed by holding the option key after a restart. The list there only shows bootable partitions. Most alternate OS installers come with their own bootable disc with the installer on it w. It's good trick but it's not my answer, you said ' it's unavailable to the system until you reboot' but I eject my boot camp 3 month ago and I lost it in my startup disk and after that I more than 50 time reboot my laptop and still can't see my Windows partition in startup disk.
